Australia’s political system is strong, but it can and should be stronger.

After two years of committee inquiries, reports, recommendations, detailed drafting, consideration, and consultation – significant and progressive reforms to our democracy are now ready for introduction into Parliament.

On Monday, the Albanese Government will introduce comprehensive legislation to create a fairer electoral system for all Australians by tackling the influence of big money across our democracy.

Labor’s reforms will cap campaign spending, limit the disproportionate influence of big donors, and stop the arms race of donation drives and endless fundraising.

Increased transparency of donations of over $1,000,regular and accelerated disclosure, and real-time reporting of donations during election periods, will shine a spotlight on who is contributing to our elected representatives and the political system.

These measures don’t take effect until the election after next. 

Alongside considerable compliance and integrity measures, the independent electoral commission will be strengthened with new powers and penalties to ensure our system remains free, fair, and safe.

Consultation with every participant in the electoral system – big and small – has guided the drafting of the new provisions, as we aim to promote and protect genuine campaigning and communication, while hindering the influence of vested interests who may try to drown it out.

Acting on the clear and considered recommendations of the multipartisan Joint Standing Committee on Electoral Matters (JSCEM), we are not shying away from this chance to protect and strengthen our democracy.

This level of reform doesn’t come without challenges. If these changes were easy, someone else would have made them.

I ask my colleagues from every corner of the parliament to consider and support these laws, so Australians can maintain faith in our democratic institutions.
